I highly recommend that you read Two Years Before The Mast, by Richard Henry Dana. There you will find the answers to your question. But in a nutshell, San Francisco developed around the Mission Dolores and the Presidio, both created by the Spaniards in an effort to hold on to the region when the British, French, Russians, and Colonists, and others were attempting to claim new territory. Essentially, the area around the present site of the financial district and southward was used as storage areas for the trading industry, until the gold rush caused the huge boom which created this metropolis.
