I am having difficulty with my 13" Apple Monitorr; it is displaying a larger black border than usual around the screen. I also have to turn on my computer twice before the screen displays at all.

Erin, Sorry to be the bearer of bad news, but this sounds like the monitor's power supply is going out. I'd say it's time to start saving for a new monitor, or take your monitor to an Apple Authorized Service Provider and get a quote on a repair. Realistically though with the price of new monitors getting so low I'd opt for a replacement.
