It's pretty common practice in the hard drive world to state capacities based on 1 MB = 1,000,000 bytes, when for all practical purposes, 1 MB is really 1,048,576 bytes.

Is the same kind of white lie told for Compact Flash? Is a "32 MB" card one that holds 32,000,000 bytes, or does it hold 33,554,432 bytes?

Yes. Since so many PC/Digital camera users these days are not techies the manufacturers simplifies it for them. The extra 24k is negliable so they round down to 1Mb.
