My local authority is sending me bills for business rates that are not mine,can I serve a "subject Access rights notice" on them to find out who and how they got my name,and how do I do it.

Yes, though you'll only find out what information they have stored electronically, which may not be all you want. This is dealt with in the Blacklisted? section.
