City sewer system is being revamped--Five recent spills show the need to complete three projects.

Five recent sewage spills that have closed Laguna Beach to swimmers and surfers have prompted city officials to offer reassurances that the city's aging sewer system is being revamped. City Manager Kenneth C. Frank told the City Council on Tuesday that Laguna Beach is working on three sewer improvement projects: * A $1 million project to line about 10% of the city's sewer channels with plastic material is intended to prevent root intrusion. "Roots are our biggest problem," said city engineer Steve May. * Undersized sewer lines in the Los Robles area, just south of Laguna Beach High School, are being replaced with bigger lines. * The Cleo Street project, where a clogged sewer line sent 12,000 gallons of raw sewage into the ocean last week, is replacing an inadequate line. A temporary bypass line installed by the city's contractor, Fleming Engineering, was too small to handle the flow. "We're having enough difficulty getting them to complete the [Cleo Street] project," Frank said. "There have been some cost disputes. We're just interested in getting it done as quickly as possible." The city also put out a bid for a contractor to clean the sewer lines in the Temple Hill, Bluebird Canyon and Arch Beach Heights neighborhoods. The one-time cleaning is expected to cost $100,000.
