I have been trying to add negative edge borders to my digitally produced prints. since most is process by lab, it's clean. Yet, I'm aware that this can be added digitally to a print. This is where there's a kind of funky border resembling a rough edge around a photo. I hace Photoshop LE, photopaint and a few other programs but none of them have what I'm looking for. Any suggestions?

Select the image with a 'rectangle' a little away from the border [feather to 22 or so, experiment here]. Go to Select - invert. Then to Edit - clear, the to Image - adjust - contrast/brightness and play around with that.Or, after you have gone to select-invert, go to Render - difference clouds and play around with that and brightness/contrast.
Most importantly, just use your imagination and try different things.

Or scan a photograph with the borders you want, define and clear the central image, then paste the image you want in the borders.You can even scale and crop the image as you see fit before pasting, provided you stick to the proportions of the border, or rescale the border appropriately. Of course this would manipulate the message of the border, which is supposedly telling the viewer "this is a full frame image cropped in the camera," but who ever said photographs told the truth?

Try Auto FX's Photographic Edges software, or Photo Frames by Extensis. These programs will give you exactly what you want
