NEWARK -- Saying that talks at resolving a statewide
backlog in parole hearings have broken down, an
advocate for inmates wants a federal judge to appoint a
monitor to oversee the system.. . .
More than 3,400 inmates are waiting for the mandatory
review, according to the latest state estimate. Most are
at least six months behind and some nearly five years
