Spokane _ U.S. District Judge Robert Whaley
is about to close a controversial chapter of
Cold War history with a final settlement for
the prisoners whose testicles were Washington
State Penitentiary.

But first, he'll decide whether six more men
who've come forward since the $2.4 million
settlement was approved in March should share
in it.

The experiments were halted in 1970 after
objections from psychologist Audrey Holliday,
the first woman to run the research division
of the state prison system. She condemned
them as Nazi-like, according to documents
obtained from state archives in Olympia.

In October 1995, a White House committee
concluded the prisoner experiments were
unethical because prisoners aren't capable
of exercising free choice.
