A buggy computer billing system continued to cause problems for the Portland Water Bureau.
The $6.5 million system was started one year ago. There were instant problems including missing or miscalculated bills.
An estimated 8,500 customers still aren't receiving bills for their water and sewer use. City officials estimate the problems will cost the project an extra $2 million.
They said it would likely result in an extra one percent increase in water rates.
