My father gave me an old Premier 4 in 1 Easel that has several areas of rust on it. I'm wondering if I can carefully sand these areas down and then paint them over with a flat black paint? And does anyone have a specific paint to recommend?

Sure. Rustoleum or any good enamel should work fine. If the rust were really horrible, you could use one of the conversion coatings sold in automotive stores, then paint it, but that's probably not necessary. Brush carefully, or mask everything and spray. Probably better to brush.

I have an old Saunders easel that needed work and I took some fine steel wool with isopropyl on it. The alcohol dried immediately and sort of primed the area to be painted. It worked great.

Most flat black paints really aren't all that black. About the blackest I've been able to find on the general market is Krylon's Ultra-Flat.

I recently spay painted my easel with Krylon. Be careful to hold the spray can reasonably close to the easel (about 6-8"), otherwise some of the paint will dry before it hits your target, causing a lot of paint dust that wipes right off with your hand. The paint should initally appear aa a glossy liquid on your target. I learned this the hard way.
