Why has SF got so many hills and which is the steepest

From Expedia.com:Steepest hills—Lombard Street has an 18 percent incline. For a look at San Francisco's steepest hills, which both have a 31.5 percent gradient, visit Filbert Street between Leavenworth and Hyde streets (just two streets away from that crooked part of Lombard) and 22nd Street between Church and Vicksburg streets.

They would be talking about the twisty end of Lombard. The rest of the street is flat as a pancake.

Geology; Uplifts, continental shifts. Wind, erosion. SF had some of it's hills leveled since the 1850's. Why is Kansas flat?
