Some areas are actually addressing this but it does take an outsider to help spot it if the victim is unable to speak for themselves. Please contact the local justice department if you suspect something specific. Ron

Two of my elementary school teachers practiced verbal abuse, and none of my teachers established any rules against it. With pre-teenage kids, all you need is ONE teacher who calls you names, and all througout the school year and beyond you're subject to an endless stream of verbal abuse by your peers.

My seventh grade algebra teacher preyed on us kids. She'd stagger in drunk after a night out and tell us to work on 'PACT'. If anyone got in her way, she hollered at them to 'get the hell out' of her way...or worse. This is certainly verbal abuse. Another teacher of mine also threw things at us. The latter occured a year ago and the former occured two months ago.
