Answers

My understanding of the situation with the Social Security Trust Fund is as follows:

In the LBJ Administration (yes, Maria is correct, it started then) the practice was begun of taking money from the fund for various purposes, and replacing this money with a new kind of government bond. The government was not required to pay interest on this kind of bond.

These bonds have been described as worthless I.O.U.s. I believe this is totally mistaken, that if they are not redeemed when needed, the government will be in default, true of any of its bonds.

However, since these bonds in the Trust Fund are a heavy obligation, they should be treated as part of the National debt, which they are not - thoroughly dishonest accounting by the Government.
