I want to stay at Chennai during Dec/Jan to see kutcheries. Can anyone suggest paying guest/hostel accommodations so that it will not affect the pocket heavily

Your best bets are Thyagaraja Nagar(a.k.a T.Nagar or Mambalam) and ThiruvalliKeni and Mylapore.

I don't know your food preferences, but these three places have lots of bachelor eateries( called 'mess'). Also there are restaurants and rooms for lodging on top of them. Especially in T.Nagar such as 'Ganesh Bhavan', 'Geethanjali'.
