Can a non-catholic get married in a catholic church if he or she and the spouce wish to convert to catholicism?

Shawn, are you asking whether or not they can get married in a Catholic sacramental ceremony (1) after they have been received into the Catholic Church or (2) while they are studying the Catholic Faith in preparation to be received?

If #1, then definitely yes.
If #2, I'm not sure, but I think that it would be discouraged (or prohibited). I think that waiting for the conversion to be completed would be advised (or required). And if one or both of the couple had not yet even been baptized, it would not be a sacramental marriage.

Why not just wait until you're both Catholics to get married? Then you can get all the graces available by solemnizing your marriage sacramentally.

What do you mean by 'wish to become Catholic'? Is the person just thinking about it or are they in the process? If they are a 'catechumin' that makes a big difference?
