My Catholic brother is engaged to a Catholic who is divorced. She was married in a non-Catholic church. Can they be married in the Catholic church?

If she has received an annulment of her previous marriage, yes. If she has not received an annulment, not until she does so.

If the previous marriage was not sanctioned by the Catholic Church, then all that is needed is to file for a Lack of Canonical Form.
