I currently work for a state funded organization. At this organization, the chairperson's family seems to get all of the good jobs without them even being posted as opened. Just a few weeks ago, her son was hired as a secretary with no qualifications? These jobs aren't even being posted!

How can I blow the whistle on this and to whom?

PS We live in WV.
